Guidance on Agency Iniatives



National Institutes of Health

The NIH is receiving approximately $7.4B in funds under the Recovery Act for research priorities of the Institutes, Centers, and the Common Fund (that supports Roadmap activities).

HHS may consider obligating funds provided under the Recovery Act on an existing grant, including, but not limited to, a continuation or renewal of that grant. Grants and Cooperative Agreements will spell out the assignment of agency roles and responsibilities to fulfill the unique requirements of the Recovery Act. These include, but are not limited to, report development and submission, accurate and timely data reporting, and special posting requirements to www.hhs.gov/recovery and Recovery.gov.NIH will fund well-scored but unfunded proposals and proposals currently in review. Investigators may be asked to revise proposals to address objectives accomplishable within two (2) years.

Approximately $0.8B of Recovery funds will be retained for the Office of the Director Challenge program. Announcements will be issued soon.

An additional $1B is designated for construction projects, and $300M is dedicated to shared instrumentation competitions. Please monitor the Recovery website for announcements.

National Science Foundation

The NSF is receiving approximately $3B in Recovery Act funds (contrasted to total annual budget of $6B). Approximately $2.5B will be dedicated to research and related program opportunities. $300M is planned for major equipment competitions, with another $200M for facilities modernization.

New calls for proposals will likely be issued only in areas of targeted funding. Among thousands of proposals previously submitted, those with scores of very good and higher may be funded with Recovery funds. NSF does NOT plan to provide supplements to existing awards.

Department of Energy

A total of approximately $6B of Recovery Funds will be allocated to a variety of DOE research emphasis areas.

Examples include renewable energy projects, smart grid technology and transmission infrastructure, clean fossil energy technology, next generation biofuels, basic research in future energy technologies, and battery/advanced vehicle technologies.

In addition, $400M in Recovery Funds will jump start the Advanced Research Project Agency-Energy (ARPA-E) modeled on the Defense Advanced Research Projects Agency (DARPA).
